This great essay does not hazard an answer to this very important question. The answer has to do with how CBT fits in with the neoliberal, societal project of happiness management, which finds its dubious coherence under the broader umbrella of "capitalist spirituality." Under the addiction model, anxiety is reified as something without object, resulting in a generalized political quietude with respect to social, economic, and political conditions. Dr. Price, if interested I write about this here: https://www.indarktimes.com/capitalist-spirituality-the-neuroscience-of-happiness/
