In the period from around 2010-2015 I had a front row seat to Google and the govt (FAA/NASA) trying to find some rapprochement over how to manage UAVs (drones) in relation to our commercial and restricted airspace. They were brought together by the Obama administration, and it did not go well. Most of the FAA/NASA folks were ex Air Force, with ideas and practices supporting safety of flight developed over half a century or more. And most of the Googlers came from tech startup world. The models of what constituted a "solution" in the context of public governance were simply not compatible.
